Draft Strategy and Results Framework for discussion at GCARD

The draft Strategy and Results Framework for the CGIAR is now released for discussion at GCARD. This document sets out the latest draft of the new Strategy and Results Framework (SRF) resulting from the CGIAR change process underway since 2008. This is an updated version of the SRF developed by the Strategy Team, which was previously circulated and presented at the CGIAR Business Meeting in December 2009.

This latest effort has taken into account comments from the Centers and the outlines of the eight primary research programs or thematic areas developed over the last few weeks. It is a working draft and is presented for discussion and refinement. This final process of consultation culminates at the Global Conference on Agricultural Research for Development (GCARD) in Montpellier at the end of March 2010, which will provide an opportunity to elicit further inputs from partners following a process of consultation with Centers, partners and donors. The SRF Process Team want to signal to partners that this is indeed a "draft work in progress for dicussion".
 

Inaugural Meeting of the Consortium Board

The Board of the Consortium of the CGIAR Centers held its first meeting at ILRI's Headquarters in Nairobi from 1-3 March 2010. The Board Chair, Carlos Perez del Castillo, was joined by five Board members, Mohamed Ait-Kadi, Tom Arnold, Ganesan Balachander, Lynn Haight and Carlos Sere (standing in for Andew Bennett, the Alliance representative on the Board

The Board met for two days, followed by one-day visits to other CGIAR centers and their partners in Nairobi. In those two days of meetings, the Board made a number of key decisions. Read the Summary Report of the Decisions made by the Consortium Board.

Development of CGIAR research agenda makes leap forward

The Alliance of CGIAR Centers reached an important milestone at its workshop 9-12 February 2010 in Rome. Partners from the Global Forum for Agriculture Research and the CGIAR Science Council joined the Alliance in making significant progress in the development of the Strategy and Results Framework and the portfolio of Mega Programs. Full Consortium Board Announced

Carlos Perez del Castillo, Chair of the Consortium Board of the CGIAR, is pleased to announce the incoming members of the inaugural Consortium Board: Mohammed Ait-Kadi, Tom Arnold, Ganesan Balachander, Gebisa Ejeta, Ian Goldin and Lynn Haight. These six members join Perez del Castillo and the two Vice Chairs, Carl Hausmann and Bongiwe Njobe, in providing leadership and strategic direction for the newly formed Consortium of CGIAR Centers.
    “I am impressed and inspired by the wealth of experience and wisdom these individuals will bring to the Consortium,” said Perez del Castillo. “I am confident that the new Board members will bring the necessary energy, commitment and perspectives to our task of establishing the new Consortium and delivering on the mission and vision of the CGIAR.”

Next Steps in developing the Strategy and Results Framework and Portfolio of Mega Programs

The Alliance has agreed the next steps for further developing the Strategy and Results Framework (SRF) and the portfolio of Mega Programs derived from it. Based on further inputs by Centers and partners, the analytical basis of the SRF will first be strengthened, and a new version of the document produced by the end of January. This will be widely shared within the Alliance and with key GCARD partners. A face to face meeting of the Alliance, Consortium Board, GCARD global consultants, GFAR representatives and Science Council members will be held in early February 2010. Participants at this meeting will further consider the derivation of a portfolio of MPs from the SRF. There will also be a day of discussion with Fund Council members at this time. This should result in an agreement to present a set of MPs for further consultations and deliberation at the GCARD in Montpellier. The inaugural Consortium Board will then finalize the SRF and portfolio of MPs, in consultation with the Fund Council, for submission to the Fund Council shortly after the GCARD.

Consortium Board Chair and Vice-Chairs Announced

The Alliance of CGIAR Centers is pleased to announce the appointment of Carlos Pérez del Castillo as Chair and Bongiwe Nomandi Njobe and Carl Hausmann as co-Vice Chairs to the new Consortium Board being established to provide leadership, strategic direction, fund-raising support and to be the ultimate authority for a newly-formed Consortium of CGIAR Centers.

Design and Establishment of the Consortium of CGIAR Centers - Final Report

The Boston Consulting Group have been working with the Alliance since the beginning of the year in developing the founding documents and recommendations on the design of a Consortium Office that will support the Consortium Board in fulfilling its mandate as part of the new CGIAR. Their final report provides their perspective  on two other important aspects of the new Consoritum - the key elements of a new performance management process overseen by the Consortium CEO and Board, and criteria for determining the appropriate location for the new Consortium Office. BCG have also provided an estimate of the costs of the Consortium Office and Board under a variety of scenarios, and of the net cost impct of the system-level functions in the new CGIAR compared with those currently in place. Towards a Strategy and Results Framework for the CGIAR - Draft Report (21 October 2009)

The Strategy Team are pleased to be able to share their Draft Report (dated 21 October) on "Towards a Strategy and Results Framework for the CGIAR". The Strategy Team notes that strategizing must go on and this draft is made available to serve as a basis for wider discussions. Comments from the Alliance and partners is actively encouraged over the coming weeks. In the section "Documentation for the development  of CGIAR Strategy and Mega Programs - theree new documents have been uploaded 1. Updated Executive Summary "An AHP-Expert Choice Model for the Strategic Result Framework of the CGIAR.; 2. Agriculture and Food Security under Global Change : Prospects for 2025/2050 ; 3. R&D Investment in National and International Agricultural Research : an Ex-ante Analysis of Productivity and Poverty Impact.

We have finished the stage of seeking potential candidates for the Board of the Consortium. We have about 400 names and our consultants are confident that we have strong candidates.  Thanks a lot to all of you who contributed to such a good start!

 

In the coming weeks we will be working to produce a short list for Chair and Vice-Chair and another one for the remaining seven members of the board.

 

We are on schedule to have a final list of candidates for approval by the Alliance by the end of November, and an appointed full Board ready to be announced during the CGIAR Business Meeting in December.
